Microsoft hasn't finished working on the uploading photos feature on their website
www.projectgothamracing3.com/default.htm. So in the meantime this is how you do it.
First goto Gotham TV and view your Saved Photos. When you find one that you want to upload press Y. It'll take a few seconds and then it will upload.
After you upload it goto
www.projectgothamracing3.com/default.htm click on the link leaderboards. In the top right portion of the website there is a sign in link. Use your passport info to sign in there.
Then goto this link
www.projectgothamracing3.com/photos/photogallery
NOTE: You need to be logged in to view the gallery page.
From there you can view the photos you've uploaded. If you want to share it save the photo and then go host it on a website such as
www.imageshack.us
After you have uploaded 5 images in that session the option to upload becomes disabled. Goto the site, view your gallery, and save the photos. Then goto your dashboard, shutoff the game, or whatever to end that session on PGR3 and relaunch the game. You will now be able to upload images again. When you upload images this time your previous photos on your gallery page will be replaced with these new ones.
To view all the photos uploaded visit this link and change the number at the end of the URL. Note: You need to be logged in to view these images

Some people say they can't get their images to upload but it works for me.
Both Silver and Gold accounts can upload photos.
